No, these Spanish candles have no relation to Voodoo since Voodoo is a religion that primarily focus on West African belief and orisha and people who practice Voodoo don’t rely on Spanish candles because it’s association with Catholic belief, Voodoo mostly rely on veve which are symbols o sigils.
Santeria which is also a religion that is a mixture of Catholic and Voodoo, I guess. Yea they use Spanish candles when they are doing an offering to one of the saints o orisha.

What you call “voodoo” is mostly just the veneration of saints and the worship of African gods at the same time. For example, Santa Barbara in the Catholic firmament is Chango in Cuban Santeria, Haitian vodun and Brazilian candomble. As the Catholic patron of architects and prisoners, someone might be lighting a candle to ask her to protect their architect daughter or their locked up son. the candle might also symbolize a particular affinity for Chango and be lit in his honor. It’s not evil magic it’s just idol worship and has deep historical roots all over the world.

Almost every time I have been in there someone has these candles in their basket. The display of candles is at the front of the store when you walk in. I just always assumed that they were used by Catholics. A good friend of mine mom use to burn them for good luck before she went to the casino or bingo, until my friend started raising so much hell saying it was Witchcraft, I guess many Black Baptist think like this. When I used to work at a grocery store Hispanic Catholic customers would buy these as prayer candles.There are some other candles similar to these used for voodoo,the occult,etc.Those don’t have images like Virgin Mary on them,though.
